NorMin biz sector commits CSR funds for CAPDev program

Cagayan de Oro City – The National Economic and Development Authority-Regional Office X (NEDA-X), and the Department of the Interior and Local Government-Regional Office X (DILG-X) met with the business sector of Northern Mindanao on 24 January 2020 at the Mallberry Hotel, this city.  
 
Unified in their pursuit of attaining sustainable peace and inclusive development in Northern Mindanao, the discussion focused on how to further strengthen collaboration and partnership in leveraging resources from the business sector through their Corporate Social Responsibility (CSR) funds.

Business sector partners that participated in the forum included the Philippine Chamber of Commerce and Industry-Region X Chapter (PCCI-X), PHIVIDEC Industrial Estate-Misamis Oriental Industry Association Inc. (PIE-MO IA), Cagayan de Oro Hotel and Restaurant Industry Association (COHARA), Philippine Exporters Confederation Inc. in Northern Mindanao (PhilExport10), the Gonzalo and Carmen Abaya Memorial Foundation, Inc. (GCAMFI), Cagayan Electric Power and Light Company (CEPALCO), FDC Misamis Power Corporation, First Bukidnon Electric Cooperative, Inc. (FIBECO), Asia Brewery Inc., and the MINERGY Power Corporation.

NEDA-X Director Mylah Faye Aurora B. Cariño emphasized the need for the government, the business sector, and the civil society organizations to synergize and sustain efforts and resources to operationalize Executive Order (EO) 70 or the Whole-of-Nation Approach in attaining lasting peace and inclusive development in the region.

It can be recalled that on 23 October 2019, the Regional Task Force to End Local Communist Armed Conflict in Region X (RTF-ELCAC X), in partnership with the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), conducted the Forum on CSR for Sustainable Peace and Inclusive Development to generate support from the private sector and business organizations on the operationalization of EO 70.  In that forum, the business sector partners committed, through a manifesto, to support the peace and development initiatives in the region.

NEDA-X generated information from the business sector on their CSR-funded activities in the region for CY 2020, which will be targeted to the communities under the convergence areas for peace and development (CAPDev) program.

For the MINERGY Corporation alone, around PhP 3.0 million of CSR funds are allotted for some of the CAPDev communities. The other companies are in the process of finalizing their CSR commitments for CAPDev program for this year.

The Philippine Chamber of Commerce and Industry-Region X Chapter, together with the companies representing the energy sector, recommended to the RDC-X the need to review the provisions of Energy Regulations (ER) 1-94 to consider aligning its policy with EO 70 on making funds available for the priority focus areas apart from the host communities only. 
 
The ER 1-94 program is a policy under the Department of Energy Act of 1992 and the Electric Power Industry Reform Act of 2001 (EPIRA), which stipulates that host communities will get a share of one centavo for every kilowatt-hour (Php 0.01 / kWh) sold by power generation plants operating in its area.
 
The group reached an agreement that this undertaking will be a continuing engagement, and will be institutionalized in the Regional Development Council (RDC-X) through the conduct of quarterly RDC-X private sector representatives (PSR) meeting and with the appropriate Lines of Efforts (LoEs)/Task Groups.
