CAGAYAN de Oro City--All 20 regional vice presidents of PhilHealth nationwide are upping the pressure for their interim president Celestina Ma. Jude dela Serna to resign.
PhilHealth vice president for Region 10 Masiding Alonto Jr., the de facto head of his colleagues, said they have already submitted a letter to PhilHealth board chair Francisco Duque, the concurrent health secretary, demanding for the resignation of dela Serna.
The letter was forwarded at the time when the 29-person PhilHealth board of directors held an emergency meeting yesterday (Thursday, May 10) presumably to discuss the ongoing legal and word feuds between dela Serna and her regional vice presidents.
It also came at a time when PhilHeatlh regional rank and file employees are circulating an online petition also demanding for dela Serna’s ouster.
PhilHealth Cagayan de Oro head Marlon Nino Arrabaca said the petition had already garnered thousands of signatories and will promptly be delivered to President Duterte once it reaches maximum number of signatures.
“Our rank and file employees know their job on the ground. They know that the interim president is incompetent to do hers,” Alonto said during yesterday’s inauguration of the seven-storey new offices of PhilHealth in Northern Mindanao.
“It is sad to note that while the PhilHealth here in Northern Mindanao is expanding and new hospitals are mushrooming, the PhilHealth national management has incurred billions of losses. If we don’t act on this now, we will go bankrupt. That’s billions of losses we’re talking about,” he added.
By contrast, PhilHealth Northern Mindanao is targeting a P7-billion revenue by December 2018. It has already reached the P6-billion mark last year.
The feuds between dela Serna and her subordinates started in November 2017 when the regional vice presidents filed a usurpation complaint against dela Serna before the Ombudsman, stating that dela Serna is continuing to hold office minus an office-in-charge appointment. Dela Serna remains to hold office as PhilHealth president in an interim capacity since April 2017.
The word war exploded two days ago when dela Serna called a press conference in her Manila office, blaming the regional vice presidents of colluding with favored hospitals, leaving others remaining indebted to.
Alonto assured the public that none of the local hospitals in Region 10 are experiencing the same situation that their national counterpart, the Private Hospitals Association of the Philippines, are cuirrently experiencing with PhilHealth’s national indebtedness to them ballooning everyday.
“Instead of addressing her own losses, the interim president is blaming us, the local vice presidents,” he said.
