He explained he is not bound to base his choice solely from the recommendation made by an indigenous community.
Duterte said the selection process made by the Kagan Tribe in pushing a representative was their choice, but he is not destined to follow it.
“I can appoint anyone. It does not mean that I have to follow their recommendation,” he said.
Duterte said former City Councilor Jalilah Sudagar, youth sector representative already had her term as member of the city council.
He said he prefers someone new to represent the indigenous peoples in the Sangguniang Panglungsod.
Duterte clarified it is the time for the Kagans to represent the IP sector but it does not mean that someone from the Kagan Tribe who already experienced as city councilor can assume the post.
“That is putting a limitation for my power to appoint anybody,” he pointed out.
Duterte said it will be acceptable for the Kagan to be represented given their chance now, but not for Sudagar since she was already given the chance to serve as councilor, representing the youth sector. (PIA 11-Joey Sem G. Dalumpines)
