DAR Undersecretary for Legal Affairs Atty. Luis Meinrado C. Pañgulayan discusses the agency’s Oplan Zero Backlog for the Legal Sector.
The Department of Agrarian Reform (DAR) today challenged its central and field offices to achieve this year a zero backlog in the resolution of cases in relation to agrarian justice delivery of the Comprehensive Agrarian Reform Program (CARP).
DAR Undersecretary for Legal Affairs Atty. Luis Meinrado C. Pañgulayan said the resolution of all pending cases is in compliance with President Rodrigo R. Duterte’s directive to fast track the cases under CARP implementation.
He also said the legal sector must set a baseline to know what is achievable in the delivery of agrarian justice for the 2020 fiscal year.
“The baseline is based on identifying the basic level of performance, which is the diminishing balance and target for 2019 to achieve a zero backlog until 2020 for both the Department of Agrarian Reform Adjudication Board (DARAB) and Agrarian Legal Implementation cases,” Pañgulayan said.
“If you can achieve the baseline, you can proceed with your intermediate (further diminishing) and advance (zero balance) levels of performance,” he added.
He said that the targets must address the needs of the primary clients who are the landless farmers and farmworkers with due regard to the rights of landowners.
Pañgulayan cited that for the 2018 fiscal year, a total of 1,027 cases have been resolved by the DARAB central office and 27,607 cases resolved by the field offices.
He congratulated the top five regions in the resolution of cases based on the percentage of their performance over the caseloads they have received.
Region 2 is the top performer with an accomplishment rate of 99.92%, receiving a caseload of 1,253 cases and resolving a total of 1,252 cases.
The Cagayan Valley region is followed by the following: CAR with a 99.59% achievement rate, resolving 963 of 967 cases; Region 10 with 97.94%, resolving 2,279 of 2,327 cases; Region 1 with 97.32%, resolving 582 of 598 cases; and MIMAROPA Region with 96.28%, resolving 853 of 886 cases.
Pañgulayan also congratulated the top performing regions based on the bulk or the most number of cases resolved for 2018. Region 6 came up on top, resolving a total of 4,307 cases. Western Visayas is followed by Region 8 with 3,767 cases, Region 3 with 3,718 cases, Caraga Region with 2,820 cases, and Region 7 with 2,443 cases.
The assessment and planning conference of the DAR is being conducted until January 25, 2019 at the Westown Hotel in Iloilo.
