THE proposed ordinance authorizing the Mayors Oscar Moreno to sign and enter into a Memorandum of Agreement (MOA) with the Development Bank of the Philippines (DBP) covering the installation of an ATM facility within the City Hall premises will be tackled again by the City Council headed by Vice Mayor Caesar Ian E. Acenas after the details of the MOA are provided.
The matter was included in the agenda of the City Council during its 100th regular session last week.
However, it was noted that there are items in the proposed MOA that have to be completed such as the location of the ATM machine.
Councilor Nadya Emano-Elipe said the blanks in the MOA should first be filled before the legislative body can act on it.
It may be recalled that Councilor Ramon Tabor, chair of the committee on laws and rules, earlier requested the City Legal Office to review the proposed legislation.
According to the legal office, the MOA appears to be substantially in legal order. However, it was recommended that a portion of the MOA be filled up in order to make Cagayan de Oro City the venue for Arbitration.
In view of this, the matter was referred back to the requesting party with the request that the blanks in the MOA be filled out for the appreciation and approval of the legislative body.
Pursuant to the proposed MOA, DBP shall shoulder the cost of the ATM units, renovation of the designated area, and others.
Meanwhile, it shall be the duty of the LGU to make necessary major repairs to keep the ATM premises suitable for the purpose and will allow the DBP to implement security measures to safeguard the ATM premises, among others.
